Sanding towers

I am just finishing up a Walthers sanding tower and dry house kit. The kit comes with 2 towers . Would it make sense to use both towers or would the railroad have taken the tower for steam service (smaller tower) down when they put up the diesel service ( larger tower ) tower ? I am modeling the transition era so I would think that either tower would be correct , just not sure if both towers at the same time would be correct.
 
I'd think that for the transition era there'd be an older run down tower from steam days and a shiny new modern tower for diesels? Would make a nice looking scene anyway.
 
Here's the sand towers from Walthers. One of them I have serving two tracks for diesels and a smaller one set up to service steam locomotives. Not a bad kit, but many small parts.

The one for the steamers may be moves to the right of the coaling tower and I still have to come up with something to look like sand in the sand bin.
