Any suggestions on how to go about hiding the lip at the bottom? I was thinking of cutting and recessing it into the foam a little so It would blend into the landscape seamlessly.

I think you mean the track ballast that is in the scenery. Can you curve the track a bit? The other option as you noted is to cut into the rough area, which is pretty much what railroads do to lay down track where its needed.
 
No I mean the small ready-made scenic Ridge that I bought. at the bottom it has a lip going around it I want to blend that into the landscape

I would spread white glue with a wide brush under the lip(to secure) and a little past as well. Then sprinkle some ground foam over the edge. After that, wet with "wet water", which is water with a drop of soap(soap cuts the surface tension). Then drizzle a mix of 50/50 white glue and water to secure it. Saturate the foam until it bleeds glue.
