What Decoder is this?

This is an HO decoder, 21MTC with a little SD card that fits in the back.
It looks like an ESU decoder but I can't find anything on line that looks like it.
I tried to read it with my LokProgrammer but it doesn't see it. Same with my JMRI reader. The third picture is the Loktester board. I tested a known good decoder and the system is working fine.

It was in a Spectrum 4-4-0 loco so I thought it might be a Bachmann product.
