Testing bulbs

Is there a way to test lights without hooking them up to a power pack or battery? Perhaps an ohm meter or something along those lines.

I've got some grain of wheat bulbs that I suspect may be blown, but they may be wired wrong.
 
what voltage are the bulbs? if you use an ohm meter, make sure that you are not physically touching the leads, as it will measure your resistance as well.
