Laundry list for layout design

I would like help establishing a laundry list of considerations when designing a new layout. This would be for any sized layout.

For instance
1 . Establish the local or region (eastern PA)
2. Interchange
3. Ruling grade

You get the idea. This would make a great master list to check my work please add your imput

Class A railroad or less.
Interlocking signals, simple signals or none at all.
Double track or single.
Room available, i.e. basement, attic, garage, stand alone building. Environmental control, i.e. heating or cooling.
Is a duck under needed.
Access to power source.
Available lighting.
 
Era and types of locomotives you want to run.
Are you wanting to do a prototype, freelance, or protolance?
How authentic are you willing to go in making a prototype i.e. using historical information such as passenger schedules and the like?
What industries are you wanting to do?
