I am pretty sure I know the answer, but wanted to make sure.
Is the photo of a decoder installed in this loco?

That is not a decoder. It is a light board. It looks like an Athearn Genesis light board from the early days of Genesis where they were DCC ready, but did not have a socket.

For close-up pictures try setting the macro feature on your camera. If your camera has this option it's most likely designated by a little flower icon. It allows the camera to be able to focus on a subject much closer than typical photography.
