Luke's videos are widely seen on YouTube. He can generally fund his own ideas, and particularly buy his own tools too, so projects like his are not unreachable for him, at least. Perhaps moreso for us, the masses.

His latest one:

...is just five days old.

Right here he's built what we might call in the US a working, a powered RDC. I haven't looked into details of the mechanism or into what items he might have 3D printed or not to make it all come together into a powered model, but Luke generally documents projects of his own which are also, often, running the cutting edge*

[* I do not know him. I've only asked him a question or two in the last couple of years with regard to the use of his laser cutter, but can't recall if he replied to my specific inquires or not. He has no obligation to do so, of course. This is Luke's hobby, just as mine is mine]
