Bedford water tower

I have two of these and both are missing their tops and neither one's lights work.
Other than that they are in excellent shape.
Any suggestions what I can do with them?
Scratch build tops of course - but how would I go about that?
These are HO scale.
Thanks for any tips.

I made my own using poster board and drew a circle on it with a compass, then cut it out and cut a wedge to the center enough for an angle I liked when the ends butted together. I cut another piece of card stock 3/8" wide, pointed at one side like a shallow pencil with its length long enough to follow the wedge seam in your circle (top) and glued half of it under one side of the top with the pointed end at the center. I put glue on the exposed edge of the seam piece , then curved and butted the edges together and waited until the glue dried. When finished, I covered mine in Flight Metal aluminum, but you can glaze it instead with a thin coat of epoxy and let it dry, then etch vertical lines in it with a scribe.
