Long story short, can a MRC decoder (1906) have a different prime mover sound set installed ( EMD 645).

they are programmable. i am not sure where a list of cv's is. some of them do have more than one sound in them.

go to mrc website. on the top left, train controls tab it has a drop down menu when you roll your mouse over it. go to accessories. in the yellow box that says decoder profiles, there is a link to download the cv's. it will download, and you have to unzip it, but it will give you a list of what cv does what.

To be clear, you CAN NOT install a different sound set in any MRC decoder. Some do come with more than one sound set installed, allowing you to select which one of the installed ones you want to use. I could not find any documentation on the 1906 telling what sounds it has and whether or not it has more than one set, but if it does not already have the EMD 645 as one of it's options, then you can not program that sound set in it.
