If it's HO Scale and made by Atlas, Atlas sells decorated shells on their website.
Personally, I would only do shell swaps for locos made by Atlas back in the day. Back in the day, Atlas would produce 3 road numbers without sound, and 3 numbers with sound basically forcing you to buy the ones with sound if you wanted those numbers. Most people bought duplicates, swapped the shells, then sold the duplicate engines. (for example, if atlas made #s 1, 2, and 3 without sound, and 4, 5, and 6 with sound, and I want a full set of 6 without sound, I would buy duplicates of #s 1, 2, and/or 3, buy #s 4, 5, and 6, and swap the shells so that the 4, 5, and 6 shells are riding on a non-sound chassis, while I can sell the 1, 2, and 3 as a loco with sound for people who might want all 6 with sound or just want one with sound in general)
