Woodland Scenic Top Coat

Is there a big difference in Woodland Scenic Top Coat Asphalt and Concrete, than say acrylic craft paint? Our local Hobby Lobby does not stock this, and the cost for shipping a bottle from that auction site is about what the product costs - or more.
 
From the Woodland Scenics FAQs page:

Can acrylic paints be added to your Top Coast Asphalt to change the color to more closely match the color of the prototype road I'm modeling?
Yes. Water-based acrylic paint can be mixed into Top Coat Asphalt (ST1453) and Concrete (ST1454).

Based on the FAQ and the Safety Certificate of Compliance, I'd guess that the Top Coats are simply thick acrylic paints.
