If it was here, the train crew or the railroad police would have gotten the guy down, after they had deenergized the overhead. People regularly ride on the roofs of passenger and freight cars in India and a guy like the one killed is a "puller". He gets up on the roof first and pulls you up for the equivalent of a few cents. He was probably soliciting more business when he reached up and touched the overhead. Things like this happen every day in India, Pakistan, and large parts of Southeast Asia. It's just part of surviving and no one ever gets sued for anything.
