Modeling the Cuban Railroad

After some long time thinking, I got to realizing that the best area of the world that fits my tastes for model railroading is Cuba. I came to this decision upon the following realizations:
1. There is no where else on earth where Steam Engines and Diesel Engines actually run side by side up to this day. Well Cuba is finally moving to all Diesel, but even in 1998 they were still running steam engines.
2. The scenery allows me to utilize stuff from the 1950s to today.
3. In 1958 Cuba was the country with the most amount of railroad track per square mile of any country.
4. Since the communist government runs it (basically one person), that means it is whatever the man in charge wants.

I am now back on tweaking my layout to make it match more of an island theme. Not many layout books have those. Any tips or pointers are welcome.
