Yea I was station on Camp Lejeune 05-08 now I'm in dc and all I see CSX with coal cars and tanker cars

anyone know what kind of truck ramp this is? It looks like the train car dips down some how?
6 axle flats are a bit of an overkill for few 6 ton trucks right?
