Digitrax Zephyr DND Error

I just picked up a new Digitrax Zephyr today. I got it home, hooked it up, pulled out my DCC locomotives. I've only been partially successful with getting them going.

When the address is unknown, I try out channel three first. Sometimes it works. Sometimes it doesn't. If not, I followed the directions to figure out which channel it is on. In 100% of the attempts, regardless if the channel is known or not, I get a DND error. http://www.digitrax.com/tsd/KB844/zephyr-programming-error-messages/

The same is true with attempting to reprogram the channel on a locomotive.

In going through the five things to look at, I find nothing wrong. Am I missing a step that isn't mentioned in the instructions? Has anyone else run into this problem?

That's what was missing. The program track. Digitrax put a lot of time into their documentation, but I think they need to provide more of a "quick and dirty" explanation. A quick reference chart to the color codes would be a nice place to start.
