Decals on Brass

Is it necessary to prep pre-painted brass - in this case the sign boards on crossbucks - before applying a decal? If so, with what? Or, can the decals be applied directly to the bare surface?
 
If it's already painted gloss you're good to go. Blue Microset to apply. Red Microsol to set, then a clear/flat coat to seal. Basically the same techniques as application on plastic

"...good to go" means do nothing. How does this comport with the sentence following it?
No, good to go means proceed to the next step. The object is to make the film disappear. You need a gloss surface for that. So if the piece has a flat finish, it should be gloss coated. After that you decal as I described.
