DC Electrical Interference

On a DC layout, will plastic covered, wire core twist ties (the typical grocery store kind) wrapped loosely around two wires (20 AWG, Tortoise-to-toggle switch) at all interfere with electrical conductivity? Even in the slightest?

I think, if you are having conductivity problems between components, the cause is more likely to be in how good the connections to those various components is, i.e. just putting the electrical wires through the holes in any tabs and twisting it, without soldering, will never be satisfactory.
 
If the ties' metal wire ends are 'tied up' and not touching any open solder or bared feeder ends or bus ends, they should effectively be inert. They're insulated.
