Sorry guys, I forgot about this one! My family has been in town from NoDak, so it's been a bit crazy around my house.

Anyway, the W&OV stands for Warren & Ouchita Valley. According to the caption from this photo, http://www.rrpicturearchives.net/showPicture.aspx?id=16236 , "The Warren & Ouchita Valley (W&OV) was a shortline and a Rock subsidary in Arkansas. They had roster boxcars W&OV 1-100. They closed down in 1979 before the Rock shutdown."

As far as price goes, I don't know, how about $40?
